The Wisdom of Crowds by James Surowiecki (Doubleday (http://www.doubleday.com/) 2004 ISBN 0-385-50386-5) explores common assumptions and studies regarding the intelligence of groups, both large and small.
The publisher's website (http://www.wisdomofcrowds.com) has a short interview (http://www.randomhouse.com/features/wisdomofcrowds/Q&A.html) which summarizes of the principles in the book. According to this interview, there are four main qualities that promote intelligent group outcomes:
1. Diverse -- different people bring different information
2. Decentralized -- nobody is controlling the final decision
3. Method of aggregating individual verdicts -- such as voting
4. Independent -- people pay attention to themselves, not pressured by others' opinions
